Editor’s Note: After “new-type urbanization,” called also as “new-mode urbanization” or “new urbanization,” was firstly put forward at the 18th CPC National Congress in 2012 as one of the national strategies for China’s socio-economic development, there have emerged heated discussions nationwide on what the connotations of new-type urbanization are and what the development path of new-type urbanization is. Although up to now there is no uniform definition on new-type urbanization, it is commonly recognized that it is a kind of urbanization that highlights development quality rather than quantity, with more focus on people’s livelihood, the integration of urban and rural development, the coordination of regional development, the intensive utilization of natural resources, the preservation of ecology and environment, the harmonious development of various human settlements, and the prosperity of local cultures. All these ideas can be clearly seen from the National New-Type Urbanization Plan (2014 - 2020) which was officially released by China’s State Council in March 2014, as a macro-level strategic and fundamental document to guide China’s healthy urbanization in the coming years. However, in spite that the Plan sets up the principles, objectives, and measures of promoting new-type urbanization all over the country, it does not define any specific development path of new-type urbanization for any specific locality. It implies that the descriptions of the Plan are just general orientations of new-type urbanization and that the development path of new-type urbanization for any specific locality should be worked out respectively according to the local situations. In other words, within the framework of the National New-Type Urbanization Plan (2014 - 2020), China’s development path of new-type urbanization in future would be of great diversity rather than unique uniform. .
