China Still Short of Civil Facilities
According to the report titled Study on Investment Scale of and Demand for Civil Facilities in China issued by the Ministry of Construction, though great accomplishments have been achieved during the “10th Five-year Plan” in the field of civil facility construction, there are still quite a few problems, particularly the shortage of civil facilities in general, the irrationality of investment emphasizing landscape while neglecting environment, emphasizing above-ground construction while neglecting underground construction, and emphasizing constructing new buildings while neglecting equipping accessorial facilities, which affect in consequence the investment efficiency, as well as the single fund source of investment for civil facility construction. During the “10th Five-year Plan”, the annual growth rate of fixed asset investment to civil facility was 24.2%, higher than the figure of 18.8% during the “9th Five-year Plan”, while matchable to the annual growth rate of urban fixed asset investment of 25.8% and that of total fixed asset investment of 24.3% during the same period. At the same time, the ratios of civil facility investment to the total fixed asset investment and to the Gross Domestic Product (GDP) were 6.9% and 2.9% respectively, higher than the figures of 5.1% and 1.7% during the “9th Five-year Plan”.
