Urban and Rural Planning Law of People’s Republic of China to Be Enforced on Jan. 1, 2008
On the 30th session of the 10th National People’s Congress Standing Committee, the Urban and Rural Planning Law of People’s Republic of China was approved, before being signed by President HU Jintao for proclamation. The law will be enforced since Jan. 1, 2008, when the current City Planning Law is abolished. It includes 70 items in seven chapters, i.e., the general principles, the procedures of urban and rural planning, the implementation of urban and rural plans, the revision of urban and rural plans, the supervision and examination, the legal responsibilities, and the supplemental articles.
When stating the background of releasing the new law to the National People’s Congress Standing Committee, WANG Guangtao, the Minister of Construction, indicated that the Urban and Rural Planning Law sets up a scientific planning system and a rigid planning implementation system in hope of coordinating the urban and rural construction and development, balancing the relationships between short-term construction and long-term development, micro interest and macro interest, economic development and environment protection, and modernization development and historic and cultural conservation, promoting rational layout, energy saving, environment protection, and identity displaying, and making urban and rural planning bring into full play its coordinating and controlling role when guiding the healthy urbanization and the sustainable development of the urban and rural society and economy.
