Beijing Accelerates Construction of “Three Kinds of Housing”
In recent years, Beijing has accelerated the construction of “three kinds of housing”, i.e., the low-rent housing, the economically affordable housing, and the double-regulated housing (referring to the housing to be regulated in terms of both suite area and price). Instead of being constructed under the unified organization of the municipal government as before, the economically affordable housing is now constructed under the organization of the district (county) governments. The housing stock in the hand of the district (county) governments will be mainly use to guarantee the housing supply for the families in housing difficulties, while that in the hand of the municipal government will be mainly used to balance the housing distribution between different districts (counties) with focus on dealing with the housing shortage in the central urban area. Regarding the economically affordable housing projects whose land property belongs to the municipal Bureau of Land and Resources, the developer should be decided through bidding by the municipal Commission of Construction and the municipal Bureau of Land and Resources in collaboration with other municipal departments concerned. Regarding the guarantee housing projects claimed by the district (county) governments, the construction should be organized by the district (county) government and the developer can be decided through bidding or designating. While regarding the double-regulated housing projects, the developer should be decided through bidding by the municipal Bureau of Land and Resouces in collaboration with other municipal departments concerned. The low-rent housing will be constructed in collocation with the economically affordable housing and the double-regulated housing.
