China Invests Decades of Billion Yuan in Establishing Supporting System for Water Environment Management and Protection
On Dec. 26, 2007, the implementation program of three national major projects of science and technology including that of control and cure of water pollution (referred to as “special water project” hereinafter) was reviewed and approved in principle on the State Council Standing Committee meeting presided by Premier WEN Jiabao, marking the official initiation of the “special water project”.
Aiming at providing comprehensive technical support to the control and cure of water pollution in China and based on the principle of scientific and technological innovation, the “special water project” is the country’s first national major project of science and technology. It is declared that the project will last 13 years from 2008 to 2020, focusing mainly on lakes, rivers, drinking water, cities, supervision and warning system, and related strategies and policies.
According to the State Council, the State Environmental Protection Administration (SEPA) and the Ministry of Construction (MOC) will head the organization and the implementation of the “special water project”. ZHOU Shengxian, Director of SEPA, indicated that, in order to ensure the smooth implementation of the project, an efficient organization and administration system will be set up to make the departments involved bring their advantages into full play to control the pollution collaboratively.
