Three Ministries Jointly Release 2008 Work Plan for Low-Rent Housing
Recently, the Ministry of Housing and Urban-Rural Construction, the National Development and Reform Commission, and the Ministry of Finance of China jointly released the 2008 Work Plan for Low-Rent Housing, clarifying the goals, tasks, and specific policies and measures of the work on low-rent housing in 2008.
According to the Work Plan, by the end of 2008, all the cities of and superior to county level should guarantee, in line with the requirements of the State Council, the housing requests of the households in housing difficulty who enjoy subsistence allowance, and in certain areas, the beneficiaries could be further expanded when the conditions permit. It states that there will be 2.5 million more beneficial households of low-rent housing in 2008, among which 400 thousand by the way of housing allocation, making the total number of the beneficial households of low-rent housing reach 3.5 million. It also requires that multiple measures should be adopted to increase the reserve of low-rent housing, with focus on implementing the policy of low-rent housing allocation in the projects of economically affordable housing and regular commercial housing, promoting the rehabilitation of dilapidated houses, exploring the source of existing reserves, and reinforcing the administration on low-rent housing allocation. Based on the task allocation set by the Work Plan, the provinces, autonomous regions, and municipalities directly under the Central Government are required to further assign the tasks to cities and counties, while enhancing the instruction and supervision, implementing the policies of land supply and financial support, so as to guarantee the realization of the planned goals.
