State Council Approves General Scheme for Building A Resource-Saving and Environment-Friendly Society in Urban Agglomeration of Changsha-Zhuzhou-Xiangtan
After the Scheme of Comprehensive Reform of Changsha-Zhuzhou-Xiangtan, the second experiment scheme for the comprehensive reform of building a resource-saving and environment-friendly society, was approved by the State Council on Dec. 22, 2008, the Office of Building Resource-conserving and Environment-friendly Society in Changsha-Zhuzhou-Xiangtan was founded on Jan. 4, 2009 in Changsha, marking the implementation of the general scheme for building a resource-saving and environment-friendly society in the urban agglomeration of Changsha-Zhuzhou-Xiangtan.
According to the Scheme, by 2020, the Changsha-Zhuzhou-Xiangtan Region will be built into the demonstration area of resource-saving and environment-friendly society of China, the key growth pole of Central China, the pioneer area of new industrialization, new urbanization, and new countryside construction of Hunan Province, and a modern eco-urban agglomeration of world-class. The reform experiment will be carried out in three phases. In the first phase from 2008 to 2010, various reforms will be launched in an all-round way to establish the systems of policy, legislation and institution of resource-saving and environment-friendly society, build the infrastructure networks of the urban agglomeration, and form the pattern of regional economic integration characterized by the coordinated development of the urban agglomeration of Changsha-Zhuzhou-Xiangtan and the surrounding cities including Yueyang, Hengyang, Changde, Yiyang, and Loudi; in the second phase from 2011 to 2015, the reforms will be furthered to form the industrial structure, growth pattern, and consumption pattern of resource-saving and environment-friendliness; and in the third phase from 2016 to 2020, the major reform tasks of building a resource-saving and environment-friendly society will be finished, with the institution and mechanism of resource-saving and environment-friendly society, as well as the new modes of industrialization and urbanization, being formed.
At present, the following four aspects are the focus of the construction of the experimental area. The first is to finish 10 special plans and the master plan of 5 demonstration areas as soon as possible and to initiate the new round of master planning of the 8 cities which compose the urban agglomeration; the second is to promote the projects of major infrastructures and fundamental industries, with the construction of inter-city light rail among Changsha, Zhuzhou, and Xiangtan, and the subway of Changsha being launched in 2009; the third is to further the reforms in the key fields; and the four is to facilitate the construction of the five demonstration areas of Dahexi, Yunlong, Shaoshan, Tianyi, and Binhu in a comprehensive way.
