Planning of Beijing, Tianjin and Hebei to be Integrated
Lately, the planning departments of Beijing, Tianjin, and Hebei signed the Framework for Agreement on Establishing Urban-Rural Planning Coordination in Beijing Municipality, Tianjin Municipality, and Hebei Province, in the hopes of establishing cooperative urban panning initiatives and fostering communication, negotiation and cooperation among the three areas.

The Framework for Agreement highlights the following points. First, a joint institute for planning and consultation should be set up to study and coordinate the trans-regional urban-rural planning issues such as regional transportation infrastructure, environmental protection, comprehensive utilization of water resources, protection and responsible utilization of coastline resources, and distribution of key construction projects critical to regional development. The institutes must also oversee negotiations on important issues related to integrated regional development and planning cooperation. Second, a database covering planning policies, standards, and regulations, basic planning materials, and information on planning experts, professionals, and technical experts should be created to facilitate resource-sharing among the three parties and to provide technical support to dynamically monitor regional socio-economic development and jointly solve the key problems in regional development. Third, in the process of formulating and implementing urban and rural plans, the three parties should inform each other in due time about the major issues related to integrated regional development that should be discussed and solved collaboratively. Fourth, the technical support for integrated regional development should be further strengthened by orienting the key planning research projects with a view to the actual requirements of regional development and planning coordination. Research and planning should also be done collaboratively. Moreover, in order to fully open the markets for planning and design, standardized entrance policies should be established to attract high-level planners and experts.

Further, in order to guarantee the successful coordination of urban-rural planning among Beijing, Tianjin, and Hebei, the planning departments of the three parties have decided to set up the Beijing-Tianjin-Hebei Urban-Rural Planning Coordination Authority which is composed of several groups in charge of significant cooperative projects.
