Action Plan to Vitalize Border Areas and Enrich People Living There Released
The Action Plan to Vitalize Border Areas and Enrich People Living There (2011 - 2015) was released by the State Council on Jun. 13, putting forward the requirements on the further implementation of the strategic arrangement, to vitalize border areas and enrich people living there, to promote the continuous and rapid socio-economic development and to achieve the harmonious and stable society of border areas. The planning scope covers 136 border counties, prefectures, cities and city regions of 9 provinces, i.e., Inner Mongolia Autonomous Region, Liaoning Province, Jilin Province, Heilongjiang Province, Guangxi Zhuang Autonomous Region, Yunnan Province, Tibet Autonomous Region, Gansu Province and Xinjiang Uyghur Autonomous Region, as well as 58 border farms of Xinjiang Production and Construction Corps of the Army. The Plan requires the infrastructure in border areas should be further improved, population in poverty be reduced, people’s income be increased obviously, the number of dilapidated buildings be reduced, and the difficulties in education and health care be solved. The Plan also requires the development and opening up of border areas should be enhanced, the layout of marketing places be optimized, the management be standardized, the infrastructure and related facilities be completed, the service be promoted and the trading between border residents should be promoted. Taking the development zones, border and cross-border economic cooperation areas as platforms, the industries with broad market prospect and enterprises equipped with advanced technologies should be encouraged, to take over the development of transferred industries from both home and abroad. The development trends of cross-border economic cooperation areas should be followed closely, and more projects should be introduced into border areas with the multi-party cooperation mode.
