State Council Approves Prevention and Treatment Plan of Underground Water Pollution of China for Next 10 Years
Premier WEN Jiabao presided over the Standing Committee Meeting of the State Council on Aug. 24, 2011, in which the Prevention and Treatment Plan of Underground Water Pollution of China (2011 - 2020) was discussed and approved.
In the meeting, it was pointed out that the total volume of underground water exploitation had accounted for 18% of total water supply of China currently, among which 65% of the household water, 50% of industrial water, and 33% of agricultural irrigation water in northern part of China came from the underground water. More than 400 out of 657 Chinese cities took the underground water as the source for drinking water. Along with the quickened urbanization and industrialization of China, the underground water in some regions was over exploited, making the water level constantly dropping; the underground water in some regions and cities was polluted by urban sewage, household garbage, etc., and it greatly affected the production and life of the public.
The meeting determined the following work objectives: by 2015, the situation of underground water pollution should be basically clarified, the underground water pollution be preliminary controlled, the degradation trend of underground water quality be stopped, and the supervision system of underground water environment be established in full scale; by 2020, the all-around supervision over the typical underground water pollution source should be realized, the water quality safety of main underground drinking water source be basically guaranteed, the underground water quality of major regions be obviously improved, the supervision over underground water environment be fully promoted, and the prevention and treatment system of underground water pollution be built.
In order to realize all the above objectives, the following eight measures should be carried out: first, to conduct the survey and appraisal of underground water pollution situation, and demarcate the underground water pollution treatment zone, prevention and control zone, and general protection zone; second, to strictly carry out the underground water source protection enforcement; third, to strictly control the underground water pollution caused by urban sewage and household garbage; fourth, to enhance the supervision over underground water environment of the main industries and trades; five, to control the different categories of underground water pollution caused by the overuse of fertilizers and pesticides in rural areas; six, to take effective treatment measures to strictly prevent and control the underground water pollution caused by contaminated soil and sewage irrigation; seven, to make plans to accelerate the remediation of underground water pollution; eight, to build the supervision system of underground water environment of the region and key areas, and establish the professional supervision team of underground water environment.
