State Council Approves Develop-ment Plan of Coastal Area of Hebei Province
The State Council approved the implementation of the Development Plan of Coastal Area of Hebei Province (referred to Plan hereafter) on Nov. 10, 2011. The Plan clarified the short-term and long-term objectives for the development of the coastal area of Hebei Province: the comprehensive strength should be remarkably increased by 2015, making the coastal area of Hebei Province a new growth zone in Bohai Bay Area; by 2020, the regional development level should be further promoted, making it one of the areas that have a relatively higher comprehensive strength in the country. In the critical moment of the first year of implementing the 12th Five-year Plan, it is one of the important strategic deployments of the state to support the leading development of the eastern area and to boost the coordinated regional development of the country.
According to the Plan, the strategic position of the coastal area of Hebei Province was defined as a new growth zone in Bohai Bay Area, the major area of urban function expansion and industrial transfer for Beijing and Tianjin, the main new-type industrial base and a new highland for the opening and cooperation in China, and an ecologically favorable and livable area in the northern coastal region in the country. Covering the administrative areas of three cities, Qinhuangdao, Tangshan, and Cangzhou, the coastal area of Hebei Province has a land area of 35,700 km2, a shore line of 487 km, and a sea area of 7,000 km2. The rapid and high-quality development of this area can significantly improve the comprehensive strength of Bohai Bay Area and perfect the productivity layout in the coastal areas of China.
