National Comprehensive Disaster Prevention and Reduction Plan (2011 - 2015) Released by the State Council
Recently, the office of State Council released the National Comprehensive Disaster Prevention and Reduction Plan (2011 - 2015), in which eight major disaster prevention and reduction goals were put forward including making clear the fundamental conditions of disaster risks in key regions of China during the 12th Five-year Plan period.
Specifically speaking, the eight goals listed in the Plan are: making clear the fundamental conditions of disaster risks in key regions and setting up an information platform for national comprehensive disaster prevention and risk control so as to promote the capacity of natural disaster monitor and precaution, statistics survey, and information service; reducing the number of casualties caused by natural disasters to a remarkable extent compared with the 11th Five-year Plan period and controlling the proportion of annual economic loss directly caused by disasters in the GDP within 1.5%; including disaster prevention and reduction work into national economic and social development plans at different levels and reflecting the requirements for disaster prevention and reduction in various plans for land-use, resources management, energy sources supply, urban-rural development, and poverty relief; providing fundamental aids for disaster-stricken citizens within 12 hours after a natural disaster; raising the proportion of insurance compensation for natural disasters in the total economic loss caused by natural disasters to a great extent; rebuilding infrastructures and civilian houses that meet the requirements for disaster prevention; enhancing people’s disaster prevention and reduction awareness to a substantial level and raising the popularity rate of disaster prevention and reduction knowledge among students and common people; enriching the talents scale for national disaster prevention and reduction to a total number of nearly 2.75 million and rationalizing the talents structure; setting up 5,000 “national comprehensive disaster reduction demonstration communities” and at least one disaster informant for each urban-rural primary community; and further improving disaster prevention and reduction mechanism and establishing comprehensive disaster prevention and reduction coordination mechanism in all of the provinces, autonomous regions, municipalities, and those disaster-prone cities and counties.
What’s more, the Plan also put forward ten major tasks including: enhancing natural disaster monitoring and warning capacity, disaster prevention and reduction information management and service capacity, natural disaster risks management capacity, natural disaster-against engineering capacity, disaster prevention and reduction capacity at regional and urban-rural fundamental level, natural disaster emergency control and post-disaster rebuilding capacity, scientific and technological support capacity for disaster prevention and reduction, public participation encouragement capacity for disaster prevention and reduction, talents and professional groups construction for disaster prevention and reduction, and disaster prevention and reduction cultural construction. Based on the requirements of the tasks, the Plan clarified eight primary engineering projects, i.e., the survey on national natural disaster comprehensive risks, the informationization of national comprehensive disaster reduction and risks management, the construction of national natural disaster emergency reaction and relief commanding system, the reservation of national disaster relief materials, the construction of environmental disaster reduction satellites, the construction of simulation system for national major natural disaster prevention, the construction of disaster prevention and reduction demonstration communities and shelters, and the publicity education and sciences popularization of disaster prevention and reduction.
