State Council Approves establishing prefecture-level Sansha City
The State Council approved on Jun. 21, 2012 that the Office of the Paracel Islands, the Spratly Islands, and Macclesfield Bank in Hainan Province would be abolished, and a prefecture-level Sansha City would be established to have jurisdiction over the reefs and waters of the Paracel Islands, the Spratly Islands, and Macclesfield Bank. The People’s Government of Sansha City is located in Yongxing Island of the Paracel Islands. The establishment of prefecture-level Sansha City at this time is the adjustment and completion of the administrative system that China has conducted over the reefs and waters of the Paracel Islands, the Spratly Islands, and Macclesfield Bank.

The government of Hainan Province will demarcate cultural heritage protection zones in the four areas of North Reef, Huaguang Reef, Yuzhuo Reef, and Yongle Reef in the Paracel Islands. And through the cooperation between the government and public security departments, the modern technological supervision system like the maritime supervision platform will be set up, upon which the three-dimensional cultural heritage protection supervision system of South China Sea will be gradually established along with the routine marine cultural heritage protection enforcement and examination.
