2012 Annual Conference of UPSC Editing & Publishing Work Committee Held in Dunhuang
Aiming to further promote the exchange and improvement of editing and publishing work in the field of urban planning, the 2012 Annual Conference of UPSC Editing & Publishing Work Committee, which was sponsored by UPSC Editing & Publishing Work Committee and organized by City Planning Review Magazine Co. Ltd., was held in Dunhuang City, Gansu Province from Aug. 16 to 17. Representatives of 19 journals from mainland China in the urban-rural planning, urban construction, and related fields participated in the conference. Dr. LIU Jian, Director of Editorial Department, attended the conference on behalf of China City Planning Review.

With the theme of “Challenges and Opportunities for Urban Planning Journals amid the Transformation”, the conference of this year mainly discussed the challenge of digitalized publishing faced by the urban planning journals, and explored martketized development of technical journals in the background of cultural institutional reform. The conference invited leaders from the MOHURD to introduce the current status and trend as well as problems and countermeasures in the development of Chinese journals, and the related state policies concerning their development. DUAN Jiaxi, Associate Chief Editor of Chinese Journal of Lasers, introduced the construction mode of optical journal union, and ZHI Wenjun, Chief Editor of Time Architecture, introduced the experience of how to connect the development of architectural journals closely with the construction practice of China. All the representatives conducted heated discussions about relevant issues and exchanged publication experience.

During the conference, the representatives co-signed the Joint Statement on Resisting Academic Misconducts which aimed to create and maintain a favorable academic study environment (see Attachment), and participated in the re-election and leadership transition of the UPSC Editing & Publishing Work Committee. 

In order to enhance the construction of planning academic morals, prevent the academic misconducts, and maintain a favorable academic study environment, the journals of the UPSC Editing & Publishing Work Committee (referred to as “the committee” hereinafter) make the following joint statements:① In order to respect the technological innovation of planning, protect the innovation achievements of scientific research, and ensure the legal rights of copyright owners of academic achievements, the journals of the committee will jointly resist acidic misconducts;② The journals of the committee will count the academic misconducts such as plagiarism, forgery, falsification of investigation and experiment data, duplicate submission of manuscripts, and improper signature into academic credit archive;③ The journals of the committee will screen the articles, and refuse to accept and publish the articles whose screening repetition frequency is higher than 10%;④ An exchange, consultation, and treatment mechanism of academic misconduct information should be built. The journals of the committee will appoint appropriate personnel to manage the academic credit archive and regularly exchange and announce the academic credit situation. And the journals will jointly dispose of the academic misconducts through consultation;⑤ The public supervision on academic misconducts will be carried out. The journals of the committee sincerely welcome the readers to report the academic misconducts via telephone, email, micro blog, etc., so as to maintain a favorable academic atmosphere through joint efforts.
