Hundreds of Billion Yuan Invested on Upgrading Water-supply Network in Urban Area of China During 12th Five-year Plan Period
On May 25, 2012, the Ministry of Housing and Urban-Rural Development (MOHURD) and the National Development and Reform Commission jointly released the Notice on the Reconstruction and Construction of Water-supply Facilities in Urban Area of China During 12th Five-year Plan Period and Long-term Goal by 2020 (shortened as the Plan hereinafter), according to which about 410 billion Yuan will be invested on accelerating the reconstruction and construction of water-supply facilities in urban area of China.
By the end of 2010, the national water supply capacity (including public water supply and water supply via self-built facilities) to the urban area (including cities, counties, and established towns) was totally 387 million m3/day to a population of 630 million, with a total pipe length of 1,035,500 km and an annual total water supply volume of 71.4 billion m3. Compared with 2000, the newly increased water supply capacity of the cities and counties in China reached 68 million m3/day, increased by 26.67%; and the newly increased water consuming population was 230 million, rising by 85.5%. According to the Plan, water supply to the urban area will be transferred from fulfilling quantity demand to emphasizing water quality guarantee, which means that as promoting the water supply capacity, the water quality, service level, and emergency-management capacity of the system should also be stressed, so as to establish a comprehensive system to guarantee the safety of drinking water in urban areas. During the 12th Five-year Plan period, priority should be given to the reconstruction of water supply facilities, monitor over water quality, construction of emergency-management capacity, and coordinated development of water supply capacity, so that the safety issue of drinking water that is directly related to people’s livelihood can be settled in a practical way.
By the end of the 11th Five-year Plan period, the popularity rate of public water supply in Chinese cities was 89.5%, and that in counties was 78.8%, while 62% in established towns. The statistics shows that water supply facilities should not only be reconstructed, but also be established in related areas. Based on the Plan, during the 12th Five-year Plan period, the public water supply scope should be expanded and the popularity rate of public water supply should be raised to 95% in cities, 85% in counties, and 75% in key towns, so as to meet the demand for water consumption by newly increased urban population.
