Ministry of Land and Resources Issues 2013 National Land Use Plan
The Ministry of Land and Resources promulgated the Notice on Issuing 2013 National Land Use Plan on Apr. 27, 2013 to arrange the urban-rural construction land in a coordinated way, control the construction land scale of big cities, arrange the construction land in medium-sized and small cities and small towns reasonably, and carry out independent control for the newly-increased construction land in rural areas.

According to the Notice, the planned amount of newly-increased construction land throughout China is the same as that of the last year. Based on the requirement of the Ministry of Land and Resources, all the provinces (districts and cities) will decompose and transmit the land quota to counties, so as to ensure the land for economic development of the counties.

The Notice requires that the land and resources departments at province, district, and city levels should arrange land use plan scientifically and ensure necessary land for socio-economic development, so as to follow the requirements of the Central Government, such as enhancing and improving the macro control, expanding the domestic demand, boosting the endogenous vigor of economic development, promoting the integrated urban-rural development, and guaranteeing and improve people’s livelihood.

Based on the overall plan of urbanization development, efforts should be made to control the construction land scale of big cities to avoid the excessive expansion, arrange the construction land in medium-sized and small cities and small towns reasonably to promote their healthy development, and carry out independent control for the newly-increased construction land in rural areas, making their land quota scale no less than 3% to 5% of the total land quota issued by the state, and guaranteeing their development in line with the land use master plan and the requirement of “one household has one house,” so as to promote the balanced development of urban-rural areas.

In order to promote the coordinated socio-economic development, the land use quota should emphasize the fields such as social housing, medical care, education and technology, and social insurance. When the city applies for the construction land of social housing to the State Council, the land quota should be examined and approved by the Ministry; For other cities, the land quota of social housing should firstly be arranged by the provinces (districts, cities), and then report to the Ministry for verification at the end of the year based on the implementation situation.

The infrastructure and industrial land should be arranged reasonably. Efforts should be put into ensuring the land used for infrastructure projects like transport, water conservancy, and energy source, and preferentially supporting the construction land for strategic new industry, new and high-tech industry, and energy saving and emission reduction, so as to promote the economic restructuring and transformation of economic development mode.
