Communique of the Third Plenary Session of 18th CPC Central Committee Released
The Third Plenary Session of the 18th CPC (Communist Party of China) Central Committee was held from Nov. 9 to 12 in Beijing. The Political Bureau of the Central Committee presided over the session and General Secretary Jinping XI delivered an important speech.
According to the Communique, a unified and open market system with orderly competition should be cultivated in China, so as to make the market play a decisive role in the allocation of resources. Efforts should be made to speed up the formation of a modern market system in which enterprises can make their own management decisions and conduct fair competition, consumers can make free choices and autonomous consumptions, and commodities and elements can flow freely and exchange on an equal basis. China should also try to build a unified construction land market between urban and rural areas, perfect the financial system, and deepen the reform of scientific and technological system.
The current urban-rural dual structure is the main obstacle in the integration of urban-rural development in China. Efforts should be made to complete the related institutions and mechanisms, and to cultivate a new-type industrial urban-rural relationship in which agricultural development can be promoted by industrial development, in which rural development can be facilitated by urban development, in which agriculture and industry can benefit from each other, and in which city and countryside can develop integrally. Farmers should be enabled to equally participate in the modernization process and share the modernization achievements. It should accelerate the construction of a new-type agricultural management system, endow farmers with more property rights, promote the equal exchange of elements between urban and rural areas and the balanced allocation of public resources, and complete the institution of healthy urbanization.
Building an ecological civilization in China requires setting up a complete institutional system and using the institution to protect the ecological environment. Efforts should be made to complete the property right system of natural resources and the regulation system of their use, to demarcate the red line of ecological protection, to implement the paid-use system of resources and the ecological compensation system, and to reform the ecological environment protection and management system.
