Five Departments Jointly Issue Circular to Unify Urban-Rural Real Estate Registration
On Aug. 10, the Ministry of Land and Resources, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, the Ministry of Agriculture, and the State Forestry Administration jointly issued the Circular on Accelerating Registration and Certification of the Homestead and Collective Construction Land Use Right. It aims to set up and to implement a unified real estate registration system. The unified investigation, registration, and certification would cover such projects as rural houses built on collective construction land. Since the State Council authorized the inter-ministerial conference, this is the first time for relevant departments to jointly release a document defining the significance of the unified urban-rural real estate registration, laying a foundation in terms of property rights for a unified construction land market.
