State Council Adjusts City Scale Grading Standard
In November 2014, the State Council released the Notice on Adjusting the City Scale Grading Standard to adjust the former standard for city scale grading and proposed a new standard. According to the Notice, the new grading standard takes the permanent population in urban areas as the statistical caliber and divides cities into 5 categories and 7 grades: a city with an urban permanent population of less than 0.5 million is classified as a small city, among which a city with an urban permanent population between 0.2 and 0.5 million is a Grade-I small city, that of less than 0.2 million is a Grade-II small city; a city with an urban permanent population between 0.5 and 1 million is a medium-sized city; a city with an urban permanent population between 1 and 5 million is a big city, among which a city with an urban permanent population between 3 and 5 million is a Grade-I big city, while that between 1 and 3 million is a Grade-II big city; a city with an urban permanent population between 5 and 10 million is a mega city; and a city with an urban permanent population of more than 10 million is a super city.
