National New Urbanization Comprehensive Pilot Plan Promulgated
On Dec. 29, 2014, 11 departments including the National Development and Reform Commission promulgated the National New Urbanization Comprehensive Pilot Plan, listing two provinces of Jiangsu and Anhui as well as 62 cities (towns) including Ningbo as the national new urbanization comprehensive pilot areas. The Plan specifies that the pilot program would start before the end of 2014, and will be constantly improved according to the reality; by 2017, each pilot area should achieve phased results, and summarize certain experience that can be copied and popularized; from 2018 to 2020, the successful experience of pilot areas will be gradually popularized throughout the country. The main tasks proposed in the Plan include: establishing a cost-sharing mechanism for urbanizing the migrant agricultural population; building a diversified and sustainable urbanization investment and financing mechanism; reforming and improving the rural homestead system; exploring the establishment of a new management mode to innovate administrative management and reduce administrative cost; promoting the reform and innovation of systems and mechanisms comprehensively. The Plan requires enhancing the policy coordination between different departments and pushing forward the implementation of related policies and reform measures of new urbanization in the pilot areas first. Detailed measures include: the transfer payment method should be completed; the money borrowed by the provincial government should be used preferentially in pilot areas; related policies concerning vocational training of rural migrant workers, construction of urban social housing, civil infrastructure renovation, industrial development and industrial transfer, etc. should properly give priority to pilot areas.
