State Council: Establishing a Residence Permit System, Identifying Channels for Points-Based Household Registration
Recently, an executive meeting of the State Council approved the Provisional Regulations on Residence Permit (Draft) to promote new urbanization through rule of law. The meeting proposed that, to reform the household registration system, to improve the residence permit management through rule of law, and to guarantee the legitimate rights and interests of permit holders are important measures that facilitate human-oriented new urbanization, advance agricultural modernization, promote social justice and equity, and also help to expand the domestic demand. The Draft prescribed to establish a residence permit system nationwide and to promote full coverage of basic urban public services and facilities towards all permanent residents; it urges all localities to create conditions for gradual improvement of permit holders’ access to better public services. The Draft also clearly outlined the channels through which permit holders can register their household upon accumulating designated points.
