State Council Approves National Plan on Water and Soil Conservation (2015 – 2030)
Recently, the State Council issued an approval to National Plan on Water and Soil Conservation (2015 – 2030), which in principle agreed on China’s first national-level plan on water and soil conservation, National Plan on Water and Soil Conservation (2015 – 2030). The Plan identified an objective for governance as: to basically construct a comprehensive system for water and soil conservation till 2020, when a total area of 320,000 km2 nationwide will be added to the governance scope, conserving an average volume of 800 million tons of water and soil each year; to complete the comprehensive system for water and soil conservation till 2030, when a total area of 940,000 km2 will be added to the system for water and soil conservation, conserving an average volume of 1,5 billion tons of water and soil each year. The Plan also prescribed that relative bodies should enforce conservation and protection in an all-round manner based on the water and soil conservation zoning, strengthen the soil and water conservation particularly at crossroads between river sources, important water origins, and water and wind erosion areas, and make full use of natural repair; they should also conduct comprehensive governance in units of small watersheds and enhance the water and soil conservation in key areas, sloping land, and erosion gullies.
