The State Council Issues the 13th Five-Year Plan for Ecological Environmental Protection
On Dec. 5, 2016, the State Council of China issued the 13th Five-year Plan for Ecological Environmental Protection. The Plan suggests that with the promotion of environmental quality as the core, the strictest measures for environmental protection should be applied to effectively prevent and control pollution in air, water, and soil, to enhance ecological protection and restoration, and to control risks to the ecological environment. At the same time, efforts should also be put into accelerating modernization of the national governance system and governance capacity related to ecological environmental protection by constantly upgrading the level of systematization, scientification, legislation, refinement, and informationization of the ecological environment governance, so as to provide more high-grade ecological products for people and make a contribution to realizing the national rejuvenation of China. By 2020, the ecological environment should be improved in a general way. By then, either the production means or the life style should be more green and low-carbon oriented; the total amount of primary pollutants emission should be reduced to a significant degree; the risks for the environment should be controlled effectively; the declination tendency of biological diversity should be basically controlled; the stableness of the ecological system should be remarkably enhanced; the biological safety-keeping barrier should be established; significant progress should be achieved in the national governance system and in the governance capacity modernization related to the ecological environment; and the ecological civilization construction level should match to the goal of constructing a well-off society in an all-round way.
What’s more, the Plan requires that emphasis should be laid on strengthening the control of pollution sources and laying down a sound foundation for green development; effective quality control should be practiced and three major action plans should be implemented with great efforts; special pollution treatment plans should be applied so that the pollutant emission can be reduced to a degree that reaches related standards; a management and control system that covers the whole procedure should be formed to effectively prevent and reduce the environmental risks; environmental protection should be further enhanced, so should the ecological restoration; the institutional innovation should be accelerated to actively facilitate the modernization of the governance system and capacity; a series of major projects regarding national ecological environmental protection should be implemented, and the performance evaluation management of environmental projects should be highlighted.
