Central Government Issues Opinions to Strengthen and Improve Urban and Rural Community Governance
On Jun. 12, 2017, the Opinions of the CPC Central Committee and the State Council on Strengthening and Improving the Urban and Rural Community Governance were issued. They put forward an overall goal in which by 2020 a multi-participator and co-governance urban and rural community governance system should have been formed that is guided by grass-roots party organization and led by grass-roots government; the governance system should be more complete, the governance capacity be significantly improved, and the public service, public management, and public security of the urban and rural community be effectively guaranteed, so as to lay a solid foundation for promoting the modernization of the national governance system and governance capacity. The Opinions proposed that efforts should be made to complete the urban and rural community governance system, fully exert the core role of grass-roots party organizations, effectively exert the leading role of grass-roots governments, exert the basic role of self-government organizations of grass-roots masses, and exert the collaborative role of social forces in a coordinated way. Efforts should also be made to constantly improve the urban and rural community governance level, enhance the participation ability of community residents, improve the service supply capacity of the community, strengthen the leading role of community culture, enhance the community’s ability in acting according to law, promote the community’s ability in conflict prevention and mitigation, and improve the information application ability. The Opinions required making up the weak points in the urban and rural community governance, ameliorating the community environment, accelerating the construction of comprehensive service facilities in the community, optimizing the community resource allocation, reducing the burden and increasing the efficiency of the community, and improving the community property service management. The Opinions also requested strengthening the organizational support, perfecting the leadership system and working mechanism, increasing the capital investment, promoting the team building of community workers, and improving the policy and standard system as well as the incentive and publicity mechanism.
