“Five-Year Plan” for State-Level Municipal Infrastructure Released for the First Time
The “13th Five-Year Plan” for the Construction of Municipal Infrastructures in Cities of China that was compiled by the Ministry of Housing and Urban-Rural Development and the National Development and Reform Commission was released for enforcement on May 26, 2017. It is a first state-level and comprehensive plan for municipal infrastructures construction, which changes the conventional method of compiling different plans in different domains. As a systematic integration of related specialties of infrastructure construction, the plan not only emphasizes the coordination of various specialties in the system but also considers the collaboration between different special systems, in order to realize an increment in volume and a promotion in efficiency in the overall municipal infrastructure construction in the country and addresses various “urban diseases” such as traffic congestion, waterlogged cities, and garbage accumulation surrounding cities.
The Plan requires that by 2020, a modern urban municipal infrastructural system adaptive to the demand of a moderately prosperous society should be established, featuring a rational layout, fully equipped facilities, ready functions, and safe and highly efficient. The capacity of infrastructures in supporting socio-economic development will be promoted to a remarkable extent. At the same time, the Plan puts forward 24 development indices for infrastructure construction on aspects including fully guaranteeing people’s basic livelihood, the continuous improvement of urban human settlement, the apparent promotion of the urban security level, the transition in development mode guided by green and smart orientation, and the general enhancement of a city’s bearing capacity.
What’s more, the Plan clarifies 12 tasks for infrastructure construction during the “13th Five-Year Plan” period, which are: enhancing the construction of the road transportation system and promoting the overall transport bearing capacity; facilitating the construction of urban rail transport to realize a high-efficient and convenient travel condition for local residents; orderly carrying out the construction of comprehensive pipeline corridors to address the problem of “road zipper”; establishing a multi-level barrier for water supply safety to guarantee the safety of drinking water in full procedure; treating the black odor water body in cities and strengthening the full-procedure control over water pollution; setting up the drainage and flood prevention system to address the problem of “sea sightseeing in the city”; accelerating the construction of sponge cities and realizing the transition of city construction mode; optimizing the gas and heat supply system construction and promoting the safety level of facilities; improving the garbage collection and treatment system and promoting the garbage resource utilization level; facilitating the volume increment and quality promotion of garden and green land construction to create a green and livable urban and rural environment; implementing the urban ecological restoration in a general way to recreate the urban ecological safety pattern; and stimulating smart infrastructure construction and promoting safe operation and management level.
