2017 China-EU Conference on Sustainable Urbanization Held in Beijing
“2017 China-EU Conference on Sustainable Urbanization –

Innovation Driven • New Area Development” was held on Oct. 26 in Beijing. The conference was jointly initiated by the China Academy of Urban Planning and Design (CAUPD), the Project Urban EU-China Innovation Platform on Sustainable Urbanization (PUECIPSU), the Urban Planning Society of China (UPSC), the Chinese Academy of Science and Technology for Development (CASTED), and the China Central Academy of Fine Arts (CCAFA), with special support from the Delegation of the European Union to China (DEUC), the Joint Programming Initiative Urban Europe (JPIUE), the China Construction News (CCN), the Urban Planning International (UPI), and the China City Planning Review (CCPR).

2017 is the fifth anniversary of the signing of a Joint Declaration on the China-EU Partnership on Urbanization. In order to further expand and deepen the practical cooperation on urbanization between China and the EU, the conference focused on new area planning and development, and carried out discussions on related concepts and standards of new area construction in China, with the expectation of providing experience reference and technological support for the accomplishment of the goal of constructing new areas that are of “world vision, international standards, Chinese characteristics, and high goals.”

Huang Yan, Vice Minister of Ministry of Housing and Urban-Rural Development, met with the guests to the conference and delivered a written address. Minister Huang stressed in her address that China and the EU have very similar opinions on issues like future urbanization and sustainable development, which is the foundation for the cooperation between the two parts. The fruitful urbanization in EU is an important reference for the urbanization in China; meanwhile, China is in the middle of the largest-scale urbanization in human history, which will bring vitality to global urban development. Therefore, the cooperation between China and EU is full of opportunities and has bright prospects.

Professor Wang Kai, Vice President of CAUPD, pointed out in his speech that as the forerunner of global urbanization, the EU accumulates extensive experiences on boosting sustainable urbanization; on the other hand, China has also accomplished remarkable achievements in urbanization in the last 30 years. China and the EU share common views on the future urbanization and sustainable development, which is the foundation for their further cooperation. Located at the hinterland of Beijing-Tianjin-Hebei, Xiong’an New Area is not only a gear city stimulating the coordinated development in Beijing-Tianjin-Hebei Region, but also an exploration on the construction pattern of new cities and new areas. As President Xi Jinping suggested, the planning and construction of Xiong’an New Area should adhere to principles of “world vision, international standards, Chinese characteristics, and high goals.” Fostering innovation-driven new city and new area should be taken as a primary development direction. The EU is quite experienced with methods for innovative construction of new cities and new areas. We hope that through the discussions and communications at the conference, wisdoms and supports for the construction of Xiong’an New Area can be contributed from everyone no matter whether they are government leaders, experts, or scholars.

In addition, Zhu Ziyu, Chief Planner of CAUPD, and Hu Zhijian, President of CASTED, delivered keynote speeches on the “Innovation-Driven Planning and Construction of Xiong’an New Area” on the conference.
