Decision of the CPC Central Committee on Deepening the Reform of the Party and State Institutions Released
In order to fully implement the strategy of deepening the reform of institutions decided by the 19th National Congress, the Central Committee of the CPC released the Decision on Deepening the Reform of the Party and State Institutions recently. The Decision points out that deepening the reform of the Party and state institution is a fundamental measure to facilitate the modernization of state governance system and governance capacity, and transformation of government functions is a major task for in-depth Party and state institution reform. Efforts should be put into removing the system and institutional faults that hinder either the decisive function of the market in resources allocation or the better operation of the government. And the emphasis should be laid upon boosting high-quality development, constructing modernized economic system, enhancing and improving the government functions in aspects including economic adjustment, market monitor and supervision, society administration, public service, and eco-environment protection. Meanwhile, the government and institutional functions should be adjusted and optimized; the government efficiency should be promoted to an overall extent, so as to construct a service-oriented government satisfying the demands of people. According to the State Council institution reform scheme approved at the first meeting of the 13th National People’s Congress, the number of the ministerial institutions will be reduced by 8, the number of vice-ministerial level institutions will be reduced by 7, and except from the General Office, the State Council will be consisted by 26 departments. In terms of urban and rural planning and development, a new department, the Ministry of Natural Resources will be established to practice the responsibilities of owners of all natural resources assets representing all people, to practice the responsibilities in managing the uses of national land and space and the ecological protection and restoration, to address the problems of absence of natural resources owners, overlapping of space planning, etc., and to realize the overall protection, systematic restoration, and comprehensive treatment of mountain, water, lake, forest, farmland and grass. As a composing department of the State Council, the Ministry of Natural Resources will take over and integrate the responsibilities originally belonging to the Ministry of Land and Resources, the responsibilities of organizing the compilation of main functional zones plan originally belonging to the National Development and Reform Commission, the responsibility of urban and rural planning administration originally belonging to the Ministry of Housing and Urban-Rural Development, the responsibility of survey, rights clarification, registration, and management of water resources originally belonging to the Ministry of Water Resources, the responsibility of survey, rights clarification, registration, and management of grasses resources originally belong to the Ministry of Agriculture, the responsibilities of survey, rights clarification, registration, and management of resources including forest and wetland that originally belonging to the State Forestry Administration, the responsibility originally belonging to the State Oceanic Administration, and the responsibility originally belonging to the National Administration of Surveying, Mapping and Geoinformation.
