Five Departments Issue Opinions Concerning the Work on Coordinating and Boosting Village Planning
In order to fully implement the National Rural Revitalization Strategic Plan (2018 – 2022), the 3-Year Action Plan for Rural Human Settlements Renovation, and the requirements of the meeting on boosting the work of rural revitalization strategy in the country, to stimulate the further enhancement on work related to village planning, to guide the scientific and orderly village planning and construction, and to facilitate the rural revitalization, five ministries including the Central Leading Group Office for Rural Work, the Ministry of Agriculture and Rural Affairs, the Ministry of Natural Resources, the National Development and Reform Commission, and the Ministry of Finance jointly released the Opinions Concerning the Work on Coordinating and Boosting Village Planning.
According to the Opinions, different areas should accelerate the work concerning village planning in combination with the 3-year action plan of rural human settlements renovation, and coordinate various issues, such as the village development orientation, the dominant industry selection, the land use layout, the human settlements renovation, the eco-environment protection, and the arrangement of construction projects, so as to achieve the goal of not starting construction without planning and not inputting without planning. Considering the resources and location conditions of different villages, efforts should be made to guide the concentrated development of industries and retain the industrial chain within the rural area so that farmers can find jobs and get incomes near their homes. Following the principle of saving and intensive land use, the size of rural human settlement and homestead should be controlled, and the law of “one homestead for one household” should be strictly observed.
According to the Opinions, efforts should be made to basically clarify the categorization of villages for concentration and promotion, for urban suburbs integration, and for the protection of special characteristics by the end of 2019. By 2020, the layout planning of villages should be basically finished in combination with the territory and spatial planning at the county level. And for villages where the conditions are ready, an independent village plan can be formulated considering their practical conditions. There are measures to achieve village construction and development, arrangements for important construction projects, control of ecological environment, protection of natural landscape and cultural heritage, and improvement of rural human settlements.
