National Ecological Civilization Pilot Zone (Hainan) Implementation Scheme Released
On May 12, 2019, the CPC Central Committee and the State Council released the National Ecological Civilization Pilot Zone (Hainan) Implementation Scheme (shortened into the Implementation Scheme in the following part). According to the Implementation Scheme, by 2020, the proportion of area within the ecological protection red line on land area of Hainan should be no less than 27.3%, and the proportion of area within the ecological protection red line in the offshore area in the total offshore area of Hainan should be no less than 35.1%. The coverage rate of forest should be stable at above 62%, the area of wetland should be no less than 4.8 million mu, and the reservation rate of the natural shoreline of Hainan Island should be no lower than 60%. Moreover, by 2035, both the ecological environment quality and the resource utilization efficiency should reach an advanced level in the world.

The Implementation Scheme makes clear that Hainan should establish a natural protection land system with the national park as the main body. Efforts should be put into formulating pilot scheme for tropical rainforest national park system and to organize a unified management institution for the tropical rainforest national park in Hainan. The oceanic natural protection land should be coordinated and reorganized. The overall protection, systematic restoration, and comprehensive management of natural ecological system should respect its wholeness, systematicness, and internal rules. The relationship of various natural protection land management institutions should be clarified, and a natural protection land system with the national park as the main body, clear property ownership and right and responsibility division, and efficient supervision should be set up. The total amount of wetland resource should be monitored and controlled, and a precaution mechanism for important wetland monitor and assessment should be established. Moreover, the Implementation Scheme points out that the ecological environmental resources monitor system of Hainan should be reformed and improved. Emphasis should be laid upon scientifically allocating the responsibilities of relevant institutions and the institution composition resource, and accelerating the establishment of state-owned natural resources asset management and natural ecological monitor institutions at various levels in Hainan Province. Explorations should be made to set up natural resources asset property ownership system and a paid utilization system. And the compensation mechanism of ecological public-wealth forest should be improved, and the linkage on compensation standard between provincial public-wealth forest and national public-wealth forest should be realized.
