Outline of Yangtze River Delta Region Integrated Development Plan Released
On Dec. 1, 2019, the CCCPC and State Council released the Outline of Yangtze River Delta Region Integrated Development Plan, which will be used as the guidance document for the integrated development in the Yangtze River Delta Region (YRDR) in the future.
The planning scope of the YRDR covers Shanghai, Jiangsu Province, Zhejiang Province, and Anhui Province (in a total area of 358 thousand km2). According to the requirements in the Outline, a new development pattern in favor of coordinated regional development should be formed, the collaborated construction of innovative industry system should be enhanced, the inter-connection level of infrastructure in the region should be promoted, the joint protection and management of the ecological environment should be strengthened, the sharing of convenience of public services should be accelerated, a higher level of collaborative opening up should be achieved, and the integrated development system and mechanism should be innovated, so as to build up an ecological and green integrated development demonstration area of YRDR with high grade, to construct a new area of the Shanghai Free Trade Pilot Zone with high standard, and to push forward the planning implementation.
The Outline also stresses that the integrated development system in key fields should be innovated; the planning management should be unified; and the planning formulation examination and approval procedure should be reformed by establishing a system composed of unified formulation, joint submission for approval, and joint implementation. In addition, the general planning for the demonstration area of the YRDR ecological and green integrated development should be compiled uniformly and submitted for approval and implementation following related procedures, after which the local government should make their spatial planning and detailed regulatory planning based on the general planning and submit the planning for approval in collaboration. Various special planning of the demonstration area should be jointly compiled, approved, and released by Shanghai, Jiangsu, and Zhejiang. The ecological protection red line, the permanent basic farmland preservation line, the urban development boundary, and the cultural protection control line should be clarified and implemented at each administrative level, so as to set up a “four lines” control system that covers the whole area of the region. And efforts should also be put into setting up a unified planning implementation information platform in order to promote the effective connection and information sharing of various planning implementation.
