Chengdu: Releases the First Urban-Rural Community Development Governance Master Plan at Municipal Level
On Oct. 24, 2019, the office of the Leader Group of the Chengdu Urban-Rural Community Development Governance Work held a press conference and officially released the Chengdu Municipal Urban-Rural Community Development Governance Master Plan (2018 – 2035), which marks the birth of the first urban-rural community development governance master plan at the municipal level.
The general structure of the Plan is in a “1-1-7-3” pattern, that is, making “1” planning goal composed of three steps, establishing “1” general pattern for urban-rural community development governance, building up “7” scenarios for community development governance which are service, culture, ecology, space, industry, co-governance, and intelligence, and implementing “3” fundamental projects including setting an index, clarifying categories, and optimizing district division. At the same time, the Plan is linked with the new terms in the city master plan and the beautiful and livable park city planning, and puts forward a “three-steps” goal for community development governance: by 2025, high-quality, harmonious, and livable communities that are pleasant and beautiful, livable and favorable for business running, green and ecologic, profound with Sichuan characteristics, and well governed and organized should be constructed; by 2035, park communities that are highly harmonious and unified in term of the relationship among people, city, environment, and industries, and highlighted with profound humanistic, economic, life, and social values of the park city should be built up; and by 2050, future-oriented and sustainable ideal communities that are developed in an all-around way, green and sustainable,
innovative with intelligent technologies should be built up. The Plan divides the urban and rural communities in Chengdu into three categories, i.e., urban community, industrial community, and rural community, which are further divided into park community, building community, international community, natural village, etc., based on their special spatial characteristics and social life features. For urban communities, the emphasis is laid on tackling issues including community governance, public service, urban renewal, and creation of consumption scenario. For industrial communities, efforts should be put into making new policies and new measures on function setting, organization structure, and service pattern, so as to solve the problems like the separation between urban and industries and the deficiency in service supply. And for rural communities, the focus should be put upon implementing countryside revitalization strategy, developing collective economy with great efforts, and facilitating the urban-rural integrated development. The scientific categorization of communities not only realizes the balance between development and demonstration of city characteristics, but also lays down a foundation for accurate policy making.
